Confirm jurisdiction before you compare prices
Use the parcel, the trunk location, and any easement, not the mailing city alone. A tree in the parkway, a median, or a public right-of-way follows a different path than a backyard tree.
In La Jolla, City of San Diego street-tree maintenance covers trimming, removal, planting, and root pruning of city street trees after City inspection. Those requests use the City’s no-fee permit process. City staff decide immediate safety issues. Other city-tree removals are reviewed under Council Policy 200-5. A private company’s schedule is not permission to take down a city street tree. Report City-maintained trees through Get It Done. Power-line conflicts go to SDG&E.
A City-maintained street tree, including a Torrey pine, uses the City process above. Other public land is not a street tree by default. Confirm the responsible land manager or agency for that site. A private-yard Torrey pine still needs a parcel-specific check with the City for coastal, easement, or development conditions.
In Del Mar, start with Planning’s tree FAQ. It separately addresses Torrey pine, Monterey cypress, public right-of-way trees, and trees in specified commercial or open-space overlay areas. Where an exemption path exists, it still needs a Notice of Intent and staff signoff. You cannot declare the tree exempt. Applications and current guides are listed by the City of Del Mar.
What actually moves a removal quote
Ask each company to price the same tree and the same finish. Useful lines include:
- The tree’s size and condition as observed on site
- Targets under the canopy: roof, glass, patio, slope, occupied yards
- Gate width, turns, staging, and whether public space is needed for setup
- The proposed method, and why that method fits this lot
- Wood, chip, and haul destinations
- Whether the stump stays, is ground, or is excavated, and who restores grade
Access planning belongs in the quote. Narrow streets, terraces, and tight side yards change how wood leaves the lot. The company should name the route and any neighbor or city permission it needs. Do not assume workers will carry debris through the house. A crane is one option among others. Use crane-assisted removal only if the site assessment points there.
Species can change weight, branching, and disposal. A tall palm in a tight well can be a hard removal. A smaller broadleaf with a clear drop zone can be a simpler one. Have the pro estimate height and access on this tree.
If a limb conflicts with an overhead line, stay away and call SDG&E before ordinary tree removal on that wood. Stay away from a downed line. From a safe place, call 911 and SDG&E at 1-800-411-7343. Stump, chips, and the next use of the ground
Leaving a stump is a real option. Grind it if you want the surface cleared for landscape work later. Do not treat grinding as instant construction or sod prep. Chips are not soil and not engineered fill. Remaining roots can resprout. Same-spot replanting needs its own soil preparation.
Ask how the stump will be measured, where chips go, and who brings the grade back. Before powered grinding or excavation, the contractor should call DigAlert at 811, wait for all responses, and locate private irrigation and laterals separately. Marks are not depths. A qualified excavator should expose conflicting utilities.
Insurance, licenses, and what a quote cannot promise
California Department of Insurance’s 2025 storm guidance says a fallen tree’s damage to the insured home is generally covered, subject to policy terms and exceptions. Vehicle damage generally needs optional comprehensive, or other-than-collision, auto coverage, not the house policy. Ask your insurer which coverage applies to the damage, the necessary removal, haul-off, the remaining stump, and any replacement planting. A contractor license check does not mean the insurer will pay.
Look up the company on the CSLB license lookup. Verify an active C-49, or an active legacy C-61/D-49, plus current status and the workers’ compensation record. Coverage requirements depend on that record and the company’s workforce. A certificate of insurance is not the policy and does not enlarge coverage. ISA certification is an individual credential.
