Tag City street trees separately from HOA common-area work

Rancho Peñasquitos is a City of San Diego community planning area, not a separate permit city. A San Diego mailing address doesn't create a local tree ordinance of its own. Commercial and HOA work should identify each tree by map or tag and distinguish private common area from the public right-of-way. City street-tree trimming, removal, planting, and root pruning use the City's inspection and no-fee permit-request process after City inspection. Other City-tree removal requests are evaluated under Council Policy 200-5. Board or manager approval doesn't replace that City authority. Report City-maintained trees through Get It Done. The proposal should define board or manager approval, resident notices, parking and access controls, utilities, pruning specifications, debris, photographs, and change orders. If work borders Los Peñasquitos Canyon Preserve, Black Mountain Ranch, or other open space, confirm parcel boundaries, easements, habitat restrictions, and current fire-authority instructions before clearing. Fire-clearance direction doesn't authorize work on neighboring land. Root pruning of a street tree is a City permit item, not only an HOA landscape extra. For private hardscape conflicts, cutting established roots can cause delayed decline. UC IPM recommends protecting root zones and considering alternatives. If the contract requires additional-insured status, review the actual endorsement and policy. A certificate alone doesn't expand coverage. Don't copy City purchasing insurance limits onto a private HOA job.
